Government CBRN Respiratory Protection: Escape Respirators and PAPR Systems
ILC Dover supplies NIOSH-approved CBRN respiratory protection for government agencies, federal, state and local facilities, military personnel and the emergency preparedness teams that support them. SCape™ air-purifying escape respirators give personnel 30 minutes of continuous protection to evacuate a contaminated area – with no fit testing and no size selection required. For teams that have to work inside or near a chemical, biological, radiological or nuclear (CBRN) hazard, the Sentinel XL CBRN is the only NIOSH-approved Cap 2 loose-fitting CBRN PAPR, supplied as complete systems and as individual replacement parts.
Two Tiers of Government CBRN Protection: Escape and Sustained Operations
A government CBRN program has to protect two different groups: the people who need to get out of a contaminated area, and the people whose job is to go toward it. The products on this page cover both.
- Emergency escape SCape CBRN30 and SCape CO/CBRN30 escape respirators are stored ready and donned in seconds, giving anyone in the building, vehicle or detail 30 minutes to leave a contaminated area.
- Sustained CBRN operations Sentinel XL CBRN powered air-purifying respirators (PAPR) support hazmat, decontamination and CBRN response teams who work in or near the hazard, with replaceable cartridges and battery runtime of up to 10 hours.
NIOSH-Approved Escape Respirators for Government Facilities
Government buildings, control rooms, transit hubs and military installations face threats that conventional dust masks and half-face respirators were never designed to address. SCape escape respirators are air-purifying escape respirators (APERs) built specifically for escape scenarios, combining a broad-spectrum CBRN filter with an integral powered ventilation system that activates automatically the moment the unit is removed from its tub.
- NIOSH-approved air-purifying escape respirators for CBRN threats
- 30 minutes of continuous protection against chemical warfare agents, toxic industrial chemicals, biological threats and nuclear particulates
- Integral blower delivers 64 LPM of filtered air with no buttons, switches or setup
- Positive pressure inside the hood eases breathing and helps block contaminant ingress
- NIOSH-tested average Laboratory Respirator Protection Level (LRPL) of over 50,000 – 25 times the required minimum of 2,000
- More than 500,000 units deployed globally
SCape CBRN30 or SCape CO/CBRN30: Choosing the Right Escape Respirator
Both models share the same hood, blower and one-size-fits-all design. The difference is the filter and the threat profile your facility needs to cover.

Selection tip
Facilities with mixed risk profiles – a government building near a highway or industrial corridor, for example – often standardize on the CO/CBRN30 model so a single stocked item covers every escape scenario.
SCape Escape Hoods: Built for Fast, Simple Deployment When Seconds Count
In an evacuation, every second spent on setup, sizing or adjustment is a second lost. Every element of the SCape escape hood is engineered to remove those steps, so personnel can get the hood on and move toward safety in a high-stress situation.
- No fit testing or size selection A single one-size-fits-all hood with no straps, nose cup or mouthpiece
- Automatic activation The blower starts as the unit leaves the tub, so there is nothing to switch on
- Seconds to don Hands into the neck dam, pull the hood over the head in one motion
- Panoramic visor Wide field of view for situational awareness and safe navigation during escape
- Communication-friendly No internal mouthpiece means speech and facial recognition remain possible
- Compact and portable A lightweight fabric pouch stores in a desk drawer, vehicle, go-bag or centralized cache, or can be worn on the body

Power tip
Alkaline versions run up to 10 hours on a single set of D-cell batteries and don't depend on charge state, which suits units held in reserve. NiMH versions run up to 8 hours per charge and include the Smart Battery Charger, which suits units in regular training rotation.
Keeping a Government PAPR Cache Mission-Ready
A CBRN capability is only as ready as its consumables and spares. These components keep Sentinel XL CBRN units in service between deployments and let agencies restock without replacing whole systems.
- Replacement cartridges Sentinel CBRN Cartridges (S-2016) come in packs of three, one full set for the Sentinel XL blower. Change them out according to the user instructions and your program's rules.
- Battery power The Alkaline Battery Pack (S-4013) includes five Duracell D-cells for up to 10 hours, the Rechargeable NiMH Battery Pack (S-2003) runs up to 8 hours, and the Smart Battery Charger (S-2009) charges the NiMH pack while it stays in the blower.
- Pre-use airflow checks The Sentinel Flow Meter (S-2010) verifies blower airflow before a unit goes into service and works with Sentinel XL and XT blowers.
- Spare components Blower Assembly (S-2002), Butyl Hood Assembly with Breathing Tube (S-2001), Sentinel Backpack (S-2008), Quick-Loc Waist Belt (S-4011) and the 19” Extendable Breathing Tube (S-3508), which extends from 19 to 48 inches.
- Upgrade HP systems to CBRN The Sentinel XL CBRN Conversion Kit (S-5000-05) converts a Sentinel HP system to support CBRN operations, with the butyl hood assembly, three CBRN cartridges and the CBRN Cap 2 user's manual.

Frequently Asked Questions
What respiratory protection does ILC Dover offer for government and military personnel?
ILC Dover supplies two tiers of CBRN respiratory protection, all available to order from this page. For evacuation, the SCape CBRN30 and SCape CO/CBRN30 are NIOSH-approved air-purifying escape respirators that provide 30 minutes of protection. For sustained operations, the Sentinel XL CBRN is a NIOSH-approved Cap 2 loose-fitting CBRN PAPR, offered as Standard and Backpack systems with alkaline or rechargeable power, together with replacement cartridges, batteries, hoods and accessories.
When should an agency choose a PAPR instead of an escape respirator?
Choose an escape respirator for people who need to leave a contaminated area, such as building occupants, transit staff or a protective detail. Choose a powered air-purifying respirator (PAPR) for personnel expected to work in or near the hazard, such as hazmat, decontamination and CBRN response teams. An agency may need both, for different groups of people. Both are air-purifying respirators and do not supply oxygen.
What is the difference between the SCape CBRN30 and the SCape CO/CBRN30?
The SCape CO/CBRN30 includes carbon monoxide protection in addition to chemical warfare agents, toxic industrial chemicals, biological threats and nuclear particulates. The SCape CBRN30 covers the same threats apart from carbon monoxide. They carry separate NIOSH approvals: TC-14G-0312 for the CO/CBRN30 and TC-14G-0277 for the CBRN30.
Are ILC Dover escape respirators and CBRN PAPRs NIOSH approved?
Yes. Both SCape models are NIOSH-approved air-purifying escape respirators (APER). The SCape CO/CBRN30 is additionally CE Marked (certificate 797525) and UKCA Approved (certificate 797527), and is built to standards including BS EN 403:2004 Type S, BS 8468-3.2:2020 Type 1 ES CBRN30, EN 12941:1998 + A2:2008 and EU Regulation 2016/425 for personal protective equipment. The Sentinel XL CBRN is the only NIOSH-approved Cap 2 loose-fitting CBRN PAPR, and its backpack configuration is also NIOSH approved.
How long does an escape respirator provide protection?
Each SCape unit delivers 30 minutes of continuous protection, supplying 64 liters per minute of filtered air. That window is intended for escape, moving personnel out of a contaminated area to safety, rather than for extended work inside a hazardous atmosphere. For extended work, specify a Sentinel XL CBRN PAPR.
What is the difference between the Sentinel XL CBRN Standard and Backpack systems?
Both include the butyl hood with breathing tube, Sentinel XL blower, three CBRN cartridges, flow meter, Quick-Loc waist belt and a battery. The Standard System is packed in a Sentinel duffel bag. The Backpack System replaces the duffel with the NIOSH-approved Sentinel Backpack, which supports the blower and cartridges while the CBRN hood is worn and stores all components between deployments. Each is available with an alkaline battery pack or a NiMH rechargeable battery and charger.
Should a government cache use alkaline or rechargeable Sentinel batteries?
The alkaline battery pack (S-4013) runs up to 10 hours on five Duracell D-cells and does not depend on charge state, which suits units held in reserve. The NiMH rechargeable pack (S-2003) runs up to 8 hours per charge and pairs with the Smart Battery Charger (S-2009), which suits units in regular training rotation. Agencies can hold both so that reserve readiness never depends on charge state.
Do government employees need fit testing to use SCape or Sentinel XL CBRN respirators?
No fit testing is required for either. The SCape hood is one-size-fits-all, with no straps, nose cup or mouthpiece to adjust, and its powered ventilation system activates automatically as the unit is removed from its tub. The Sentinel XL CBRN butyl hood is loose-fitting, with a lay-flat design and adjustable head band.
What threats do the CBRN filters and cartridges protect against?
The SCape CBRN filter removes chemical warfare agents such as sarin and mustard, toxic industrial chemicals (TICs), biological threats and nuclear particulates, and the CO/CBRN30 model adds carbon monoxide. The Sentinel S-2016 cartridges are NIOSH-approved Cap 2 CBRN cartridges rated against chemical warfare agents, toxic industrial chemicals, biological threats and nuclear particulates. Cap 2 means they met the NIOSH 30-minute minimum service life in bench testing, so change them out according to the user instructions and your program's rules.
Where should escape respirators be stored in a government facility?
Each unit ships in a durable fabric pouch that can be placed in a desk drawer, a centralized emergency cache, a vehicle or a go-bag, or worn on the body. Storage close to the people who would need it is what makes the difference in a fast-moving incident.
